It has been thirteen years since soldiers of the Chinese People's Liberation Army (PLA) raced into the center of Beijing, ordered to recover "at any cost" the city's most important landmark, Tiananmen Square, from student demonstrators. Polls indicate that most Americans consider China an "unfriendly" country, and anti-American sentiment is growing in China. According to Robert Suettinger, the calamity in Tiananmen Square marked a critical turning point in U.S.-China affairs. In Beyond Tiananmen, Suettinger traces the turbulent bilateral relationship since that time, with a particular focus on the internal political factors that shaped it. Through a series of candid anecdotes and observations, Suettinger sheds light on the complex and confused decision-making process that affected relations between the U.S. and China between 1989 and the end of the Clinton presidency in 2000. By illuminating the way domestic political ideas, beliefs, and prejudices affect foreign policymaking, Suettinger reveals policy decisions as outcomes of complex processes, rather than the results of grand strategic trends. He also refutes the view that strategic confrontation between the superpowers is inevitable. About the Author
Robert L. Suettinger is a nonresident senior fellow in the Foreign Policy Studies program and an affiliated fellow of the Center for Northeast Asian Policy Studies at the Brookings Institution. He served as national intelligence officer for East Asia on the National Intelligence Council; director of Asian affairs for the National Security Council (1994-97); and in several analytical positions with the U.S. Department of State. He is currently a consultant in the private sector.

Timely, welcome, and very highly recommended

Beyond Tiananmen: The Politics Of U.S.-China Relations 1989-2000 by Robert L. Suettinger (Nonresident Senior Fellow in the Foreign Policy Studies Program and an Affiliated Fellow of the Center for Northeast Asian Policy Studies at the Brookings Institution) is a superbly presented analytical survey and history of Sino-American relations since the suppressive massacre that took place when the People's Liberation Army of China obeyed its orders to retake Beijing's landmark Tiananmen square from student demonstrators "at any cost". Beyond Tiananmen deftly examines the often confused interrelation between our two nations that trade so much, yet so often seem so hostile to one another, and warning against the dangers should that antipathy continue unchecked by mutual understanding. Beyond Tiananmen is a timely, welcome, and very highly recommended contribution to International Studies in general and U.S.-China Relations during the final decade of the 20th Century in particular.

Still Relevant and Irreplaceable Analysis of U.S.-China Relations

I recently re-read this book for the first time in ten years, and I am disappointed that I did not return to it sooner. With the little bit of wisdom accumulated along the way, I now find many of my marginalia critiques and queries sophomoric and unworthy of the book. Though I enjoyed and learned much from the book on first reading, I clearly did not appreciate its clear-headed analysis as much as I should have at the time.
A few points stand out:
First, for such a densely-analytic work, it is surprisingly readable. The style is direct and focused. This book is all substance, all the time. There is little fluff, but the prose moves along and avoids tedium.
Second, unlike so many policy memoirs, Mr. Suettinger is not impressed with his own cleverness, purity of motive, and omniscience. Despite moving in the highest levels of the intelligence and policy worlds during this time period (even if primarily as a staffer), he avoids settling scores and sometimes seems to go out of his way to present the rationale and reasonableness of his policy "adversaries" given what was known at the time. His list of interviews also demonstrates that he went back to these people to discuss their disputes and ensure that he did not rely on his own memory when analyzing their debates. There are no strawmen opposing the author.
Third, few books of contemporary international affairs are as good at analyzing the domestic politics of two countries and illustrating the feedback effects as they interact. The author's long experience as a CIA political/leadership analyst clearly strengthened the book.
Fourth, as the author notes, this is a book about decision-making. No grand theories here, just concern with power and politicking in China and the United States: the interaction of people, process, and politics. Mr. Suettinger succeeds at doing this without glorifying a "great man" view of history or implying that events unfolded without unintended consequences.
With all of the new material released in the last few years about U.S. Government thinking and analysis of China in the late 1980s and through the aftermath of the Tiananmen crackdown, one would hope that Brookings would commission Mr. Suettinger to write a second edition incorporating this material that he could only hint at when he wrote the book. An update covering the years since 2000 would also be welcome as subsequent books like Jeffrey Bader's Obama and China's Rise demonstrate none of the qualities that make Beyond Tiananmen remarkable: the author's humility and obvious reflection on events, clear descriptions of the stakes, and the analysis of both sides. Beyond Tiananmen remains a unique contribution to understanding U.S.-China relations.
